As families and children end the school year and look ahead to summer, the Birmingham City Council will spend the start of its summer on a budget. Last week, Birmingham Mayor William Bell released his proposed city budget for the fiscal year that starts on July 1st. Nick Patterson is the editor of the weekly newspaper Weld.
