New details are emerging about the Jefferson County Commission’s plan to spend hundreds of thousands of dollars on Washington D.C. lobbying firm Book Hill Partners. The commission approved the plan Tuesday in a meeting that commissioner Jim Carns describes as a cross between “The Twilight Zone” and “One Flew Over the Cuckoos Nest”.
