As families and children end the school year and look ahead to summer, the Birmingham City Council will spend the start of its summer on a budget. Last week, Birmingham Mayor William Bell released his proposed city budget for the fiscal year that starts on July 1st. Nick Patterson is the editor of the weekly newspaper Weld. He offers this overview of the $428 million spending plan.
