Earlier this week, the Birmingham City Council narrowly reelected Johnathan Austin as council president. Steven Hoyt was elected the new president pro-tem. This shuffle was the result of changes to the Mayor Council Act, approved recently by the Alabama Legislature. This move is causing some new tensions among council members.
