It’s been a foreign policy tightrope on which the United States and its Asian allies have been balancing since North Korea test fired more than half a dozen short and medium range missiles and at least one that – had it not failed – could’ve reached the west coast of the United States. Talks and sanctions haven’t yielded much in past years.
